This article is a result of research on educational policies which were proposed and carried out by the governments of Porto Alegre, Recife and Minas Gerais with a view to democratizing school administration. In these three cases an attempt was made to verify the relation of the two manners of improving the quality of school services: a) increased participation in administration; b) increased qualification of educators.
