This paper studies the experiences of implementing assessment systems in Brazil and Spain, identifying differences and similarities between these countries both in social-economic processes and characteristics of the assessment systems proposed. Due to economic, social and cultural complexity of these countries, implementation of such processes in higher education is likely to pose a challenge in three major dimensions: build up transparency in university management, reinforce decentralization process and meet demands of the society for better higher education.
