The analysis proposed in this article intends to begin a discussion on the meanings, the pedagogic strategies and the political-economical objectives, that base the official defense of the “constructivism” in the Brazilian educational politics, after 1995. For that, it focus on Literacy Teacher Formation Program, created by Ministry of the Education, in 2000. It verifies that: 1) the “constructivism” is transmitted in Literacy Teacher Formation Program as a new and superior educational model, appropriate for the current society; 2) varied strategies are used in Literacy Teacher Formation Program to convince the teacher to assume it in his or her pedagogic practice; 3) the officially defended “construtivist” conception, for its flexible pedagogic nature, is presented as coherent to the presupposition of the rationalization of public budgets present in the Reform of the Brazilian State, of the decade 90, making it possible to minimize expensive mechanisms as failure, escape and school failure.
