The Creche Escola is a São Paulo program focused on early childhood education, to finance units for partner municipalities. This article analyzes the local implementation in the Araraquara city, São Paulo, based on documental and field research - with semi-structured interviews. It verified that the state offers funds and an architectural project to be executed (at the lowest cost) by the locality, but this contrasts with the municipal conception of early childhood education. Thus, after building the unit, the municipality had to adapt it structurally to integrate it into its educational concept.
