This article discusses the importance of public policies aimed at the inclusion of vulnerable social groups, focusing on groups of international immigrants and refugees in the city of São Paulo, home of the largest Brazilian metropolitan region and a pioneer in the formulation and implementation of reception policies. There, both the City Hall and the religious or secular institutional networks have played an important role in the inclusion of these groups, who flee wars and religious persecution, respecting their diversity and their specificities. At a time when wars and political-religious persecutions assume unimaginable dimensions for contemporary reality, this study acquires special importance, subsidizing reflections and alerting to the urgency of transforming and inclusive public policies. To support the analysis, we start from the concept of the Educating City, in order to demonstrate that the social inclusion practices proposed by public policies must have a scope beyond groups and institutions and permeate urban social relations in all their dimensions, with the effective participation of the state and municipal public institutions. The concept of the Educating City was developed from theories that expand the educational practice beyond the walls of the school and the family, configuring a city whose role is to educate citizens through participation in collective decisions, seeking to build consensus in relation to citizenship rights and access to the benefits of urban life. Overcoming inequalities, the perverse forms of spatial segregation, prejudice and xenophobia, are at the root of this proposal for a city.
