This paper presents research results and aims to discuss intergovernmental relations in basic education, between the State of Mato Grosso do Sul and its cities, in Brazil, particularly about the process of transferring the Initial Years of Elementary Education, the first stage of basic education, from the State Education Network to the Municipal Education Networks. The methodology comprises bibliographic analysis, based on the literature on the topic; document analysis, through consultation of the electronic pages of official sources and newspapers; and interview with representatives of the State Department of Education, the State Education Forum, and the State Legislative Assembly. The results showed: closure of activities and integration of schools in the State Education Network; that the municipalization of schools provoked clashes and mobilized diff erent segments of civi society and political society; absence of clear and sufficient criteria for collaboration, in agreements established with certain municipalities, which could move away from democratic decentralization.
