This paper tries to analyze the reasons which explain the precarious situation of public investments in education. For doing so it departs from the point of view that this due to the public policies for the sector which have been poorly supported by state investments, this being one of its characteristic traits. The analysis is restricted to the study of the relation between public/private sectors at the secondary level of schooling of schooling during the following period: from the 30s to 40s. The text based its analysis on threefold aspect: historical reasons which constituted the paradigm of public policies for the secondary education, the amount of time these historical referential lasted and as well as the elements which allowed for their permanence in our contemporary education.
