The constitutiona/ issue. expressed by the 1988 Federal Constitution's Artiele 210, is addressed by means af a discussion about"national curriculum parameters", an issue taken up again by the Ministry of Education. This discussion relates to two central issues: the federation and participation. I t also brings forth an appropriate historical memory of Brazilian Constitutions, especially the chapters regarding education, in order to give a basis to the reflection that the article suggests.
