Based on pertinent and relevant official documents and on the results of various studies, this analytical and critical paper presents two perspectives: first, it analyses the pertinence of the relations established, by MEC/INEP/ENEM, between Competence and Skills, which were then associated to questions on the ENEM Tests (1998-2001) which focus on contents of Chemistry; second, the study tries to verify the presence or absence of Content Validity in these questions. Based on the analysis of Content Validity of the questions of the Tests administered from 1998 to 2001, which refer to Chemistry, absolute absence of Content Validity was observed in eleven out of twenty-seven questions, that is, in 41 % of the questions.
