This paper shows the extent to which the 2010 National Education Conference, aimed at drafting the 2011/2021 National Education Plan, marks the consolidation of the democratization of the Brazilian educational system. To this end, it summarizes and briefly analyzes some elements that have been present throughout the process, showing that, although the documents drafted so far do indeed take the demands of teachers’ associations into consideration to a satisfactory degree, this cannot occur unless certain essential elements for the establishment of a National Educational System in our country are consolidated. Thus, the challenge remains to secure the conditions required for the ideal educational system to come to fruition in the different school contexts. Therefore, the final document of the 2010 CONAE renews the expectations that, over the next decade, the Brazilian educational system can be consolidated as a fact and not just as a civil right, rendering it democratic, free and endowed with social quality.
