This article discusses the changes and deadlocks that elementary school has been through in Brazil, particularly with regard to its expansion into a nine year program. It focuses on the discussion and the struggles in the process of expanding it into a compulsory nine year elementary school in the State of Mato Grosso do Sul, the research method of this study considers the society movement and social relationships, built under a dynamic and contradictory capitalist way of production. The methodological tool used was content analysis of standards. We conclude that the expansion of elementary school consisted in the accommodation of some practices and still needs some structural changes that should reach the core of the educational issues, enabling the expansion of opportunities to remain, schools to succeed and quality standards to exist.
