This paper aims at introducing and focusing the issue of continuing education program proposed by the Brazilian Ministry of Education to literacy teachers in 2020. It is called “Time to Learn” and was instituted by Decree nº 280/2020, which follows the guidelines issued by the National Literacy Policy. The program recommends the application of practices based on national and international scientific evidence and emphasizes cognitive science of reading and Neuroscience. “Time to Learn”, which is geared to literacy teachers, mainly the ones that teach children who attend the last year in pre-school, besides first and second graders, may be administered either online or face-to-face. This exploratory, descriptive and qualitative study reviewed 21 videos of modules 1, 2 and 3, which are part of the online course. They focus on the organization of the education program, on theoretical and methodological conceptions of teaching children how to read and write and on guidelines for teachers. The story data show a reductionist conception of the course by means of stepwise programmed instruction, and with previously determined material. The perspective is that teachers should be prepared with the use of literacy readiness activities which do not take into account their social and cultural perspective.
