This text analyzes how the Municipal Education Councils perform their duties concerning the social control of public policies at the municipal level. To this end, it investigates the practices of two Municipal Education Councils, both located in the southwestern region of Bahia. From the temporal point of view, the studied Municipal Councils were instituted at a time of political changes in the country-oriented towards the participation of society and the monitoring of educational policies at the local level, proposing the presence of representatives of civil society and the executive power in the councils’ tax and equivalent. From the theoretical-methodological perspective linked to Dialectical Historical Materialism and using document analysis and semi-structured interviews with municipal councilors and public education managers as instruments for an empirical approximation of reality, the research demonstrated that despite the proposed organization of the national education is based on democratic ideals of participation and social control, it still suffers influences from the patrimonialism power relations that persist in the structures of public management of education in small municipalities, thus limiting participation and social control public policies being implemented.
