The process of discussion and approval of the Brazilian National Education Plan (Plano Nacional de Educação - PNE) 2014-2024 gave centrality to this document in the public agenda, which also influenced the academic production stricto sensu. Among its demands, attributed to the municipalities the role of elaborating their Municipal Education Plans (MEPs). From this legal framework, through a quali-quantitative bibliometric study, the objective was to present and discuss the profile of the theses and dissertations that have MEPs as their central theme, identifying, in a panoramic way, specificities of these productions. In all, 35 works defended in doctorates and master's degrees were found, in a time frame from 2014 to 2017, which are linked to the debate on public policies with a diversity of sub-themes explored from MEPs. There is a greater concentration of works in the Southeast regions and the South, and a tendency to increase the number of defenses from the year 2016. However, considering Educational Planning as a State policy and its implications for the public-educational agenda, it concludes that the MEPs are still a little investigated object.
