From the results of a research conducted in a foucauldian perspective, well as from the theoretical and methodological tools of discourse and governmentality, this paper discusses the discourses that circulate in Brazilian federal programs on digital inclusion in education. Specifically, the paper focuses on the creation of Homo oeconomicus accessibilis from three types of actions mobilized through such programs, which are: education in all spaces, the networking and the availability to access and be accessed
