Diverse research already had detached the neoliberal character of the reforms of the superior education in Latin America in the decade of 1990. Almost all the region was affected by changes in the direction to transform the education into a service, consisting in plus one of the sectors being conducted by the logic of the free-market - typical case of Brazil. However, for a comparative analysis of the region, it is necessary also to point out the case of Chile, where this model was established well before other Latin American countries. In turn, the Portuguese case in allows them to observe determinative aspects of the reforms of the superior education of years 90 that they are inserted in a global context, with similarities and differences between such movements in countries of the central capitalism. Our object of study will be Chile case and, from there, will establish relations with the superior education in Brazil and Portugal. The recent reforms of the sector in Chile had been initiated under the military regimen (1973- 90), that it inaugurated the implementation of the neoliberalismo in Latin America in years 70 (Milton Friedman was council member of general Pinochet).
