This article analyzes the paths and difficulties in ensuring the effectiveness of democratic management of public schools, taking as its object of analysis, the goal 20 of the State Education Plan of the State of Maranhão - PEE/MA, approved by Law No. 10.009/14, relating it to the Report of the 1st Monitoring Cycle of the Goals of the State Education Plan 2014-2017. The documentary and bibliographic research provide the construction of relationships between the laws in fact, institutional instruments and susceptible to problematization, and the academic productions, source of scientific knowledge susceptible to new dialogues and contextualizations. After analyzing the data, it is concluded that there are disarticulations between the PNE (2014-2024) and the PEE - MA (2014-2024), as well as the analysis of the monitoring document of the PEE - MA, evidenced the tendency in the state policy to guarantee the democratic management linked to the process of election of managers, a process that, according to the data collected, contemplated less than half of the state education network.
