This article aims to analyze the political and pedagogical proposal of the Escola Estadual de Educação Popular Professor Paulo Freire (EEEPPPF) located in the city of Macapá, state of Amapá, in the light of indicators of popular education in public schools, with the intention of confrontation between theory and practice to verify to what extent the implemented proposal is in line with or distances itself from the educational model of popular education, in an attempt to point out advances, limits and possibilities. This is a qualitative research (action research), which used bibliographic and documental research, direct observation, questionnaire and semi-structured interview as a form of investigation. The methodology adopted prioritized direct contact with the various segments that make up the school community, such as: principal, pedagogical coordination, teachers, employees and students. The results show that the implementation of EEEPPPF in Macapá/AP was a pilot and innovative process. Its creation, however, largely lacked a more rigorous political action by SEED to make it successful, because at the time, many SEED professionals were unaware of the EJA modality. Currently, an aggravating factor for the limitation of this pedagogical proposal is the lack of knowledge of a large part of its staff, especially with regard to the technical-pedagogical sector, the philosophy/theory/ practice of Popular Education within the public school and also, the precepts of Liberating Education. However, there are merits for a few, tireless school educators who, through their pedagogical practice, fight for the effectiveness and materialization of a quality education based on the teachings of Paulo Freire.
