This paper presents an approach to evaluation of training Program that has been set up in Mali to improve teaching and learning in primary schools of the country. Indeed, the Ministry of Education of Mali had made the choice of a particular model of continuing education of teachers named: Teacher Learning Communities. After more than three years of operation of the model, an evaluation of this program was driven by the main author. This evaluation had the following objectives: to provide the necessary information for making decisions about the patches to be made and to 1prepare a group of local assessors in order to conduct such a program evaluation on a periodic basis.
