The article intends to evaluate the National Education Plan and especially identify the different conceptions of educational management present in Law nº 10.172 as well as analyze the existing disputes in this field to consolidate one of the options as a public policy. The chosen programs were: PDE - Plan of School Development; PDDE - Program Money Directly in the School and the Program to Strengthen School Councils. The text will emphasize that the disputes between the conception of educational management and the return to the democratic model depend on the financing of education. The article ends up with an analysis of the political disputes that take place in the management field that reproduce in education all the contradictions in antagonistic projects of sociability.
