The article analyses the academic performance evaluation program recently established in the Federal University System by the Brazilian Ministry of Education, Its central argument is that the absence of a rational approach on the educational policy-making area, explicitly encompassing formulation, implementation and evaluation stages, which reproduces a hidden agenda turns, the program a counterproductive exercise. On one hand, emulating inappropriate exogenous quality criteria, the government tends to reinforce a conventional dynamics of exploration of the knowledge frontier that is engendered by the advanced countries Transnational Corporations to satisfy its market demands. On the other hand, constraining its focus to the evaluation stage, and leaving aside the two previous ones, the government enlarges the vacuum existing in the policy process already being expanded by its political deterioration. Mixing a political view typical of his trade-unionist condition and an academic perspective coherent with his policy analyst profession, the author adopts a critical posture towards the use of "merit pay" schemes in the Brazilian University, which he considers in process of being dismantled.
