This paper discusses the idea of "radical democracy" from a Latin-American perspective, and suggests some questions about changes that might lead to models of evaluation of higher education, characteristics of an Evaluating State. In this sense, this paper restricts its analysis to the concept of implicit democracy in the neo-liberal and World Bank discourses, registering a few notes on the future and its possibilities, taking into account a logic which is committed to the idea of an inclusive and widespread democracy and to the defense of justice and human rights.
