It is the purpose of this article to analyze the process of elaboration and implementation of the Brazilian higher education evaluation policies during the period between 1983 and 1996. Based on the reading of some official documents and based some Political Analysis referents, we demonstrate that this process develops in well-defined phases, namely, construction, formulation and implementation of policies. We point out, however, that these phases do not follow a linear order. To the contrary, they follow a complex and contradictory trajectory. As a consequence, the implementation phase did not consider and discarded the proposals and experience previously formulated by the university community, the Ministry of Education and organized society.
