In this essay, the author defends the idea that institutionaI evaIuation must be Iegitimized by externaI criteria capable of making explicit the latent assumptions and meanings of the evaluative action. The evaluation which uses as its only indicator the institutional performance and does not concern itself with the meaning of this performance runs the risk of falling into an ideological trap which validates nothing else and ignores the very purpose of institutional service. To avoid this risk, it is necessary that evaluation be based on more comprehensive criteria in relation to the meaning and role of the higher education institutions in the context of a society that is in a crisis and must be rethought and transformed. The question that must precede each and every evaluative process is what one intends to evaluate. Only the answer to this question may legitimize the technical performance of the evaluative process.
