The objective of this work is to evaluate the implementation process of the expansion and admission policies in Brazilian federal higher education, verifying the effects of Reuni adhesion and the establishment of the Lei de Cotas at the Federal University of São Paulo - Unifesp. In order to do so, it initially presents the national context of higher education enrollments evolution and data on student socioeconomic profile of federal institutions, produced by the Student Affairs Pro-Rectors National Forum. After that, it shows the growth of Unifesp's under graduation, its institutional admission policy, as well as the historical analysis of students socioeconomic and cultural profile, between the years 2012 and 2016. It was found that, although essential, the admission policy has not been sufficient to democratize the access to quality training in public universities in all careers. In the case of Unifesp, the most consistent path for the growth of diversity and inclusion was the expansion in careers offer, with an increase in the number of places.
