Based on data from the Pesquisa Nacional por Amostra de Domicílios [National Household Sample Survey] (2022) and basic education census, we evaluate whether Goal 3 of the Plano Nacional de Educação [National Education Plan] (2014-2024), which sought to universalize schooling for the population aged 15 to 17 and raise the net enrollment rate in secondary education to 85%, has been achieved. As there is a direct relationship between some of the goals, the results for goals 2, 6, 7 and 11 were incorporated into the evaluation of Goal 3. We concluded that the failure to achieve Goal 3 is due to distortions that already exist in basic education. Factors related to socio-economic conditions and inequalities relating to race have a negative impact on the universalization of secondary education and on increasing the participation of young people aged 18 to 24 in higher education.
