This article presents a critical overview of state and of higher education reform within the frame of capitalist redefinition. In the perspective of the theme of university pedagogy and of innovation, arguments are presented based on case studies of institutional evaluation carried out in different Latin-American countries. Among the arguments presented, the following deserve emphasis: the relation between university-state-society is altered under the influence of the reforms promoted by globalization; evaluation is utilized as an instrument of centralization and control and not of construction of democracy; as control, evaluation bears with it the capitalist redefinition of the university; as an instrument of reconstruction of knowledge and of democratic responsibility, it may induce counter-hegemonic possibilities.
