ETV Maranhão is described as a major successful experiment operating since 1969 in the Northeast of Brazil. The first part of this paper contains background information and a description of the system's history and characteristics aswell as of its innovative features. ETV Maranhão provides schooling for 12,000 students in the four last years (5th to 8th) of fundamental education and its teaching philosophy includes group dynamics, TV classes and monitor-led instruction. The idea and plans were conceived and implemented by local educators, with almost no external assistance. Educational results of the experiment are discussed in terms of both internal and external effectiveness, leading to positive conclusions about its success. The last part analyses the process of institution building which accompanied the experiment. As expected, after a peak in 1972 the experiment started loosing its initial creativity. However, the leadership provided by a selected group of staff members permitted ETV to survive and grow. Being an innovation. ETV did not succeed in spreading its character to other levels of education in Maranhão. A major threat to the 6-year old experiment is the demand towards its horizontal expansion, and the conditions of survival can only be met if management is able to simultaneously solve the various internal and external problems of the institution.
