The study begins with a discussion of the meaning and the reach of literacy programs for adults; next, some alternatives for adult education in Brazil are considered: Mobral literacy programs, teaching by correspondence, education by radio and educational programs on television. Examining some results of Mobral and other similar programs, one can observe that an important proportion of the students cannot become literate. In addition, especially in programs of short duration, many go back to illiteracy for lack of usage of the written language; this occurs mainly in rural areas. It has been observed that it is quite difficult to prepare or operate functional literacy programs. On the other hand, illiteracy is a symptom of a type of society and of the failure of the school system in creating a society where everyone is able to participate of the written language universe. Certain alternative solutions are proposed, like the concentration of efforts on the programs that have a greater chance of success like the literacy programs inside organizations. Another proposed alternative is the allocation of Mobral resources to better the elementary school system. There are very few studies on the results of correspondence education and teaching by radio and television. However, the available studies suggest that correspondence and radio education can easily reach the lower sex groups.
