This article analyses legislation on the family during Getulio Vargas's Government, in the thirties. Although signed by president Vargas, Capanema's project was not enacted. Conservative forces, among them the Catholic Church, expressed themselves pro and against it. Controverse revealsthe relationship between family normative policy and authoritarian State.
