This study is intended to be a comparison between the system of financing public education in the United States and the system in Brazil. The differences are considered due to control, function, responsability and source of financing education. With respect to control, function and responsability, the American system of financing education is considered to be very descentralized where there is a local relation between education and the local people. The Brazilian system is very centralized and does not show such relation. With respect to the sources of financing education, in the United States there is the property tax, which is responsable for the local control of education. The Brazilian system has a state tax as its main revenue soure for providing education. The final conclusion is that the democratic approach of the system of financing education in the U.S.A. cannot be transposed to a country like Brazil where the historic events do not tell of a pionner culture.
