The conception of the Basic Cicle is analysed in the context of the university reform that intended to adopt a burocratic model of organization for higher education. The authors examine, first, the implications of the Basic Cicle proposal and, second, the problems encountered during its application in Brazil. The existing evaluations are criticized, in the sense that it would be necessary to interpret the indicated problems also in terms of the influence of the Basic Cicle on the power structure of the university.
