The study was designed with a twofold purpose: a) to diagnose the developmental stage of first grade children in relation to operations which are fundamental to the acquisition of the number concept; b) to evaluate the effect of the following variables - attendance to either a private ora public school, age and sex - upon the children's performance in those operations. The sample was composed of 100 children divided into sub-groups according to the kind of school, age and sex. Tests of enumeration, seriation and number conservation were used as instruments. The results indicate that considering the whole sample, less than 50% of the children were classified into the third stage of enumeration, seriation and number conservation, stage which corresponds to the operatory level. Considering the sample per school, the percentage of public school children classified into the third stage was inferior to 37% while among the private school children was superior to 57%. The analysis of variance showed that the kind of school affected children's performance in enumeration and seriation significantly but it did not affect performance in number conservation. Sex affected children's performance in the three measures significantly. Age did not affect children's performance in none of the three measures significantly. The data indicate that the majority of children who start first grade, mainly in public schools, have not developed yet the adequate mental strutures to deal with arithmetical.
