The paper presents some elements for the knowledge of the expansion process of public education in the city of São Paulo, during the decades of 40 and 50. Starting with the situation of the scholarship system in the capital, and describing the procedures which permitted the dissemination of the institutions of elementar and secondary education, the study emphasizes the importance of the urban social movements observed in the period to permit the conquest of new school units. The political environment of this period, characterized by the development of populist forms of domination, permitted the appearance of several popular demands, organized by associations of residents in peripheral city districts, which performed and important role in the process of creation and support of schools of the public net of education in the city of São Paulo.
