The case study realized in 1981 in the northeastern poorest state of the country, in order to process an evaluation of the program of rural education - Edurural - financed by the Ministry of Education and Bird, had as a main scope to offer subsides for an appreciation about the quality of the schooling that children of rural areas are receiving. This quality was evaluated by the nature of contents given in classroom, the employed methods, the material and didatic resources available, the teachers training and their work conditions, the structure and functioning of the school, and the real life conditions of pupils. These factors are supposed to interfere decisively on the probability of succeeding or failing in school. It was possible to trace the political trajectory of the program, since the definition of priorities, till the relations of the educational municipal agency with the state sphere and the local one, concerning to the forms of action and employee relations. The study describes the alterations observed on the pedagogical proposal according to the formulation of the agents on different levels, such as the state, the country and the local school. It raises questions about the different conceptions of participation of the community on the schooling process. Finally, it inquires about the dependency of the country and state to the central power, pointing to the difficulties of setting an interventional model that does not assume a possibility of self sustained development.
