The purpose of this article is to analyse the different meanings that have been attached to the expression "community participation", since the 1920's, and to study their impact on the formulation of governmental programs. The focus of the analysis is directed at programs developed in Brazil, in particular in rural areas, with education taken as an example. The method adopted for this study consists in the integration of a bibliographic survey, studies in the implementation of public sector policies and the analysis of results of field research carried out principally in Minas Gerais.
