This research study confronts the data from the PNAD 1977 and 1982 and of the 1980 Brazilian Census with the MOBRAL expectations regarding the decline of illiteracy in Brazil in the 1970 decade. It compares the different States of Brazil showing the great regional differences in terms ofilliteracy in 1980. It analyses the secular trend (1872 to 1980) regarding the illiteracy rates, considering some States and Brazil as a whole, emphasizing the inequalities of the illiteracy trend and the historical origin of the regional educational inequalities. Finally it shows how elementary school still produces illiteracy nowadays by means of an exclusion process that encompasses the persons that are excluded from and the persons that are excluded in the teaching learning process.
