The vast contribution of linguistics seems not to affect the guidelines for the teaching of reading and writing since linguistics is not even taken into account in the elaboration of projects or in the preparation of pedagogical materials. The Board of Education of the State of São Paulo has issued, in the three last administrations, a manual called Aids to Put into Effect the Curricular Guide of the Portuguese Language for the Grade School: First Grade. One notes the great theoretical and methodological confusion which is present in the manual. There is no theoretical distinction between phoneme and grapheme and the methodological suggestions for the learning of reading and writing are in many ways equivocal. From the sociolinguistical point-of-view, there is a systematic underestimation of the learner since he is seen as an eternal dependent, the product of a "subculture". It becomes difficult to provide an answer to the initial question: what is the type of language to be taught? And it is hard to demand that teaching be well-done by people who are so badly informed and oriented. This article is a reflection about these problems.
