In the Northeast of Brasil there is a contraditory articulation between planned educational policies which is essentially technological, and clientele educational policies based on the political compromises between the central power and the local power. This relation can be noticed through the analysis of the mechanisms used to acquire financial resources for the states of the Federation as well as the creation and organization of departments descentralized from the education offices (NURES, DERES, etc.) and, above all, the procedures for hiring technical pedagogical personnel.
