The paper looks at the question of over-age pupils in rural schools in the Northeast, focusing on those whose age exceeds that considered appropriate by the education authorities. The age of pupils in the sample (605 schools, 5500 pupils), ranges from 8 to 25 years, with an average of 12years in the second grade and 14 in the fourth. Delay instarting school, temporary drop out and repetition are possible explanations for the high incidence of overage pupils. Such explanations are, however, insufficient; it is necessary to try to discover the underlying causes of the problem by studying the family and school conditions of the pupils. Summarizing the results, it is found that those aged 11 and over in the second grade and aged 13 and over in the fourth grade are more likely to come from the poorest families, and have illiterate parents, and to be found in schools in the teacher house, taught by layteachers (with 4 or less years of school life) in multigrade classes. As a result of the analysis it is concluded that these factors are part of a process of discrimination from which the rural population suffers. Thus the extreme poverty of rural families and inadequate conditions of the schools and teachers interact in a process of discrimination that prevents rural children moving through the school system in the "normal" way.
