This study is a descriptive analysis of the contribution of University Professors to the development of past and present reforms and innovations in the educational system, especially at the elementary and secondary levels. The working hypotheses refer to the direct participation of researchers in the reforms or innovations, to the utilization of research results and their dissemination inside and outside the educational system. Data were collected in the State Secretaries of Education and in the Universities. Results have shown that although some participation exists, it is considered insufficient, sporadic and limited to some phases of the reforms. On the other hand, the utilization of research by the education public policy makers is scarce. There is not consistent policy of research dissemination.
