The main goal of this study was to investigate the impact of teachers qualification programs on students, community and municipal budgets. It dealt with 34 schools from three different district areas comprising 44 first grade teachers, 389 students, and 33 of their parents. Statistical and historical data were gathered in order to analyse the evolution of the Elementary School teachers' qualification in Sergipe and the impact of teachers' qualification on the municipal budgets. Classroom observation and questionary for the teachers; Language and Mathematics tests for the students and interviews with students' parents were procedures used. According to the statistical analysis of covariance, the variable "teacher qualification" remains as the most significant one - differences were found in the students' performances for teachers prepared by the Logos II program. However, "students" age and years of teaching experience" were also found important. This study clearly shows that the "Normal School" curriculum needs to be reviewed and revitalized; and the tranference of the elementary school responsability to the municipality should be reanalized.
