The article analyzes the implementation of a special project in first grade school by the State of Minas Gerais's Education Board: the hindrances to its functioning and the changes it had to undergo during the period 1977-1980. Among the factors having either fostered or inhibited the project, attention is drawn to the availability of ressources, bureaucracy, internal and inter-organization communication, political interference and the motivation of those involved in the project. Further relevant aspects are lack of consensus about most paradigms, among the expert connected to it, a low degree of precision and specifity at the definition of targets, leading to broad and ambiguous aims, as well as the absence of effective political will to give the project high priority. Such loose structuring makes it also vulnerable to changes imposed by relaying staff of sucessive administrations.
