Non-governmental organizations (NGOs) have increasingly become, in Brazil, receptors of public funds for health, education and social assistance services to the population. This article is concerned with those related to daycare and assistance to 0-to-6 year old children. Though experience accumulated about them so far allows no definite judgements, some questions are raised for reflection: the availability of information about NGOs, especially those dealing with young children, the funding and resources with which they operate and, furthermore, the broader meaning of these organizations in the enforcement of public policies.
