The present text intends to discuss the training of elementary schoolteachers (Habilitação-Magistério) as a senior high school degree, its problems and proposals, aiming at the solution of such difficulties. It presents and discusses the creation of CEFAM, a center for the improvement ofteacher training both at federal level and in the State of São Paulo, and submits suggestions for improving this kind of course. In order to get a better understanding of the problems, we sought the origins of the École Normale in France, and the creation of the corresponding school in Brazil, until its transformation (or its impairing pedagogical transformation) following the enforcement of Law 5692/71 which transformed the training of elementary schoolteachers into one of the professional options of regular high school.
