The chosen form for the decentralization of education will depend on a prior definition of administrative objectives, there being a close connection between command structures and outcomes. At the same time, the nature of the administrative tasks and of the institutions involved will condition the type of decentralization possible. By looking at some of these conditioning factors this study shows that the political options available are restricted and that without further, more detailed studies, there is a risk of embarking on changes of a purely symbolic character
