Abstract

Processes of decentralizing educational systems are being carried out in almost all countries of Latin America, as solution for many of the difficulties identified in the current evolution of these systems. Beyond apparent consensuses, such projects present incongrousnesses pointing to flaws in the theoretical conceptual corpus available to reflect on the complexity of its dynamics. This article intends to contribute to the reflection around the issue of the national centralizing state and its criticism, pointing to the main sources of unsatisfaction with the performance of educational apparatuses. Several latin american experiences of decentralizing education are systematized, and the processes and modes under which they take place suggest rather a tendency to unity and centralization. The difficulties detected there point mainly to the complexity of the processes of decentralization.
