The State of São Paulo has launched, since 1984, the Basic Cycle program for the two first years of State elementary schools, emininating the achievement barrier at the end of 1st grade; the project has faced skepticism and resistances among educators. The present study has followed theimplementation of the program in four public schools in Taubaté (SP), mostly through the speech of 23 teachers involved, bringing forth evidence on program advantages, disadvantages and failings. The analysis shows that the pedagogic proposal implicit in the program has not brought noticeable improvement in teaching in the short run; but it was effective in unveilling to educators the school's share of responsibility in school failure, thus making room for new approaches to literacy and teaching in the public school.
