This article sums up an extensive report on the implantation of PROFIC - a state program for children's full education, in the public schools of the State of São Paulo. The study has not only proceeded to a broad outline of the schools in which the Program has been adopted, between 1986and the first semester of 1988, but has also followed in depth the implantation of the Program in two of these schools. Results show centralistic traits in the Program's both planning and implantation, a low rate of adherence by the schools of the state network and deficiencies in its process of implantation which brought about many troubles to the schools that adopted it. In the two schools studied in depth the way the project was assumed was strongly affected by each school's own history, featuring simultaneous attitudes of acception/rejection so that, though formally present, PROFIC has not been integrated to the school's routine.
