The article assesses the implementation in Paraná (South of Brazil) of federal programs of district support to improve the school system in rural areas. Consolidated Rural Schools have brought together previouslyscattered one-class, multi-graded schools into a central, eight graded, bus-served one. From 1977 to 1986, they have been set in 15% of the State's districts, with twofold results: schooltime lengthening to eight years, better teacher training, lesser absenteism by students, but operational costs are high, as well as teacher turnover, and school failure rates were kept practically unchanged. Nevertheless, such programs have necessarily a limited range and tend to be deviated from original goals due to the prevalence of extra-school factors such as poverty, rural migration, political clientelism and the absence of steady socio-political directives.
